In his recent visit to New York, the Prime Minister, Datuk Seri Najib Razak said Malaysia’s message of reforms and transformation needs to be told to foreign investors consistently or risk being overshadowed by countries like China and other emerging economies.

First things first. Najib should allow the true Malaysian story to be told to Malaysians first or the credibility of the Malaysian story to global investors by Najib’s spin doctors would come under a great discount.

In the era of instant communications, it is both imprudent and self-defeating to believe that it is possible to mislead global investors about what is happening in the country.

Recently in less than three months, Malaysia suffered three grievous blows undermining Malaysia’s international competitiveness, viz:

  • World Economic Forum (WEF)’s Global Competitiveness Report (GCR) 2009-2010 – dropping three places from 21st to 24th ranking;

  • World Bank’s Doing Business 2010: Reforming Through Difficult Times – falling two places from 21st to 23rd placing.

  • Transparency International Corruption Perception Index 2009 – worst ranking at No. 56 and score of 4.5, as well as the worst single-year drop in 15 years in CPI ranking by nine places from No. 47 last year and fall of 0.6 CPI score from 5.1 last year.

It is because “global investors” are privy to the “true Malaysian story” that the country has suffered these grievous blows to our international competitiveness.

A good start to tell the world the true Malaysian story is to let Malaysians know the truth of so many dark secrets of the Malaysian story, stating with the true story of the C4 murder of Mongolian Altantuya Shaariibuu.

The Prime Minister and the authorities concerned just cannot pretend that the re-appearance of private investigator P. Balasubramaniam after 18 months and his video explanation for his two Statutory Declarations contradicting each other within 24 hours in July last year in connection with the Altantuya murder case, followed by the Malaysiakini interview with Bala’s lawyer, Americk Singh Sidhu, do not exist.

A response is warranted from the Prime Minister and the authorities concerned, for to continue to ignore the most damaging disclosures and allegations which have surfaced and taken the Internet by storm would gravely impair the credibility, integrity and legitimacy of the office of Prime Minister and key national instutions in Malaysia – further causing the “true Malaysian story” to global investors to be taken with more than a pinch of salt.

After chairing a four-hour central delegatesbriefi ng on the elections yesterday, Kohsaid the party took the election results as anindicator of people being dissatisfi ed with whatthey perceived as the“arrogance of power” of the Barisan Nasional (BN).

Police have summoned several individuals to record statements on the posting of the Cabinet Paper on the Port Klang Free Zone (PKFZ) on a website.
Leaked ‘cabinet paper’ tells an alarming tale
The purported cabinet paper posted on Malaysia Today regarding the RM12.5 billion Port Klang Free Zone (PKFZ) project puts the government in a tight spot
Deputy Inspector-General of Police Tan Sri Ismail Omar said police were investigating how the Cabinet Paper which involved the Official Secrets Act (OSA) could be exposed online.
“We are investigating to find out who is responsible for exposing information on the Cabinet Paper. However, I can’t comment more on this as it will disturb our investigation,” he told Bernama here today.
Prime Minister Datuk Seri Najib Tun Razak told a press conference that police would investigate the exposure of a document said to be that on the PKFZ Cabinet Paper on the “Malaysia Today” website. The unexpected announcement of a super task force to investigate the troubled Port Klang Free Zone (PKFZ) has dismayed DAP’s Lim Kit Siang who questioned whether the move is an attempt to sweep the findings of previous investigations under the carpet.
Lim expressed concern whether the new task force will invalidate the findings of a previous PwC audit as well as a special task force commissioned by the Port Klang Authority.
There has been also no news of the terms of reference of the super task force nor whether its findings will be made public.
“Will the super task force announced by Najib yesterday result in the PKFZ scandal again shrouded in secrecy and unaccountability?” Lim said in a statement to the media today. “Unless convinced otherwise, I see the establishment of the so-called “super task force” into the PKFZ scandal as a major step backwards in public accountability and good governance, as it smacks of being a super “cover up” task force to get “the cat back into the bag” with specific reference to the RM12.5 billion PKFZ scandal.”
The Barisan Nasional (BN) has some reason to fear a backlash from the public as investigations so far have given rise to allegations against senior government servants and some of its politicians.
Reports have been lodged with the police and anti-corruption commission against Kuala Dimensi Sdn Bhd which has a number of top execs linked to Umno and its CEO and major shareholder is an MP from Sarawak and the BN backbenchers chief.
The announcement of the super task force was made yesterday after the findings of the special task force was tabled before the cabinet.
The super task force will be led by the chief secretary to government Tan Sri Mohd Sidek Hassan and will include Treasury secretary-general Tan Sri Dr Abdul Aziz Wan Abdullah, Attorney-General Tan Sri Abdul Gani Patail, officers from the transport ministry and various professionals.
Prime Minister Datuk Seri Najib Razak had said in his announcement yesterday however that action would be taken against any abuse of power, regardless who the individuals were.
Transport Minister Datuk Seri Ong Tee Keat also said today that the super task force would refer to the findings of the special task force, which was commissioned by his ministry, and was necessary as some agencies and ministries that are involved with PKFZ such as the treasury, was beyond the authority of his ministry.
PKFZ which was initially projected to cost less than RM2 billion may now end up costing as much as RM12 billion by some estimates and had to be rescued with a RM4.6 billion government loan in 2007.
Kit Siang also reiterated his call for a Royal Commission of Inquiry be established to look into PKFZ due to its size and complexity.
“There should be individual and collective Ministerial responsibility by the Cabinet members for the shocking decision yesterday to set up the so-called super task force, when the right course of action would be a Royal Commission of Inquiry to conduct a public and no-holds-barred investigation into the “mother of all scandals” in the nation’s history,” he said.
Tony Pua, Lim’s fellow DAP MP also expressed shock at the announcement and said that the task force “defies logic” as it will “comprise of senior officials from the Ministry of Finance and Transport who were themselves involved both directly and indirectly with the project, some right from its very inception.”
“How can we expect this new ‘high-powered’ task force of Ministry officials to act impartially and professionally when they themselves are vested interest parties?” he said in his statement to the media.
Pua also questioned the “millions” spent on the special task force only to see another one being established.
“Have the reports by Skrine and PwC been so incomplete and inconclusive that the Government must set up another task force to investigate further? If that is the case, then the Prime Minister should demand the Special Task Force to do their homework properly, especially since millions of public funds are being paid to them.
“If, however, the Special Task Force has done their investigations diligently and comprehensively, then why is there a need for a separate new ‘high-powered’ task force?”
He also pointed out that the Public Accounts Committee and the Malaysian Anti Corruption Commission (MACC) is also investigating PKFZ.
“The latter has been investigating without anything to show since December 2004 when the first Anti-Corruption Agency report on PKFZ was lodged. This means that there are now nine task forces, committees or agencies which are investigating or have investigated the PKFZ scandal!”
He said the investigation was not to deny the people’s right to information but the act of exposing the Cabinet Paper on the Internet was unacceptable.
If the Cabinet acted with full knowledge as the documents seem to show, that basically makes them accomplices. And if that’s the case, ALL of them need to start looking for a new job.
