PUTRAJAYA: ”I will be involved personally and directly in reviewing the performance of all 28 ministers and 40 deputy ministers every six months.”
This was the stern message Datuk Seri Najib Razak had for his cabinet members and their deputies yesterday.
“If their performance is not up to the mark, the ministers concerned and I, as well as government servants, will find ways to overcome whatever shortcomings or obstacles that have deterred our efforts,” he told a packed press conference at the Prime Minister’s Department.
Flanked by his deputy, Tan Sri Muhyiddin Yassin, and Chief Secretary to the Government Tan Sri Mohd Sidek Hassan during the press conference, Najib said he would ensure the new government’s structure fulfilled the needs of the people.
At the start of the press conference, Najib announced that Muhyiddin would be the deputy prime minister.
He said the line-up was the “team we hope could reflect our very strength and ethnicity of Malaysia through Barisan Nasional, the coalition that represents all rakyat from every nook and corner in 1Malaysia”.
He said his cabinet was not only a team with a new face but a restructuring of all roles and portfolios.
“This cabinet will serve as a new administrative approach towards transparency and accountability whose ultimate focus is on the people.
“Towards this, we will use the key performance indicators to stress impact and not input, results and not output, and value for money. I want all ministers and senior government officers to be responsible for their own performance based on the indicators.
“All the deputy ministers will be given a specific scope and I have ordered the ministers to prepare a clear KPI, detailing their scope of responsibilities and duties as well as that of their deputy ministers within 30 days.”
Najib expressed confidence the new team would be able to assist him in reviving the economy.
He said an economic advisory council that will report directly to him would be formed.
The council chairman would be accorded ministerial status, he added.
Najib said Muhyiddin had also been entrusted to lead a team that would focus on efforts to scout for true potential and talent in the country, to further develop human capital.
Najib also challenged all Malaysians, especially youths, to work closely together towards reforms.
“The era where the government knows best is over. We can only achieve our ambition for Malaysia if the government and the people, in a unified effort, work together for success and progress.”
Najib said the functions of the disbanded ministries — Co-operative and Entrepreneur Development and Arts, Culture and Heritage — would be taken care of by others.
A new ministry, Energy, Green Technology and Water, was formed to spur the development concept through the use and practice of green technology.At this stage of my life, I do not suffer fools gladly.
When the by-election results were announced late last night with Pakatan Rakyat (PR) winning 2 out of 3 seats, the first thing that struck me quite honestly was those 14 independent candidates on the two bukits, who all lost their deposits … what were they thinking? Or do I smell rats here.
I was also probably the only non pro-Barisan Nasional (BN) blogger at a lunch meeting yesterday, where the quiet consensus was that BN would win 3-0. These poor misguided youngsters will have to eat humble pie now.
