In a first between political foes, the Penang government declared its willingness today to shelve its own completed development masterplan in order to help Putrajaya co-develop its “Greater Penang Transformation Programme”.Chief Minister Lim Guan Eng lauded the federal government today, adding that the state government was prepared to offer its full commitment to help the Barisan Nasional-led administration in its latest initiative for Penang.“Penang welcomes the federal government’s initiative by Prime Minister Datuk Seri Najib Razak to co-develop a Greater Penang Masterplan, which will ultimately result in a major urban conurbation in line with the Penang government’s vision of creating an international and intelligent city.“In response and to prove our sincerity and commitment to the prime minister’s offer, the state is willing to set aside our completed Penang Blueprint and Industrial Masterplan for 2011-2015, in favour of the Greater Penang Masterplan,” he declared in a statement today.State news agency Bernama reported yesterday that the federal government planned to develop a “Greater Penang Transformation Programme” in a four-to-six week laboratory to be jointly facilitated by the Penang government, the Performance Management and Delivery Unit (Pemandu) of the Prime Minister’s Department, and Khazanah Nasional.“The Greater Penang lab is tasked to create a detailed implementation programme to unlock the development opportunities within the region as well as to identify and resolve potential hurdles in its execution,” the agency quoted Najib as saying in a statement. Najib said the plan could unlock regional opportunities. — file picLim, who is also DAP secretary-general, said this “major effort” on Penang’s part was a sign of a stable and mature federal-state relations and proved that despite political differences, the Pakatan Rakyat-led Penang was willing to work for the greater good of the people.“For example, Penang topped the investment charts in Malaysia last year, with the highest ever recorded inflow of investments totalling RM12.2 billion.“This achievement would not have been possible without the close cooperation of Mida (Malaysian Industrial Development Authority) as well as the support of International Trade and Industry Minister Datuk Seri Mustapa Mohamad,” said Lim.The Bagan MP added that the state also welcomed the ruling administration’s pledge to set aside RM17.9 billion for Penang under the 10th Malaysia Plan but called for more details.The funds, he cautioned, must be utilised in an efficient manner, towards a more holistic and integrated development by targeting critical areas like infrastructure, civil and social development and human capital.“In order to create a viable and competitive international city, Penang requires major infrastructural enhancement, including improvements to public transportation, roads, airports, port services, internet penetration and communications.“As part of our efforts, Penang is now attempting to become the first wireless state in Malaysia by providing free WiFi for all,” he said, referring to the state’s RM8.5 million free WiFi programme with REDtone International Bhd.Lim said that efforts and resources should also focus on tackling the “3Cs” of crime, cleanliness and congestion.He boasted that since PR took over the Penang administration, the state’s crime index had dipped by 27 per cent in the last year alone — the largest drop in the country.“Also, anyone who has visited Penang in the last three years can attest to its newfound cleanliness,” he continued.Lim, however, admitted that traffic congestion remained a major bugbear in the Pearl of the Orient.“The state government has implemented traffic alleviation programmes but a major breakthrough can only be achieved with support from the federal government,” he said.The final key component to helping Penang achieve its “intelligent city” status, said Lim, was by improving human capital development.“It is human talent that will drive the success of a city and in Penang it is our policy to train, retrain, retain and attract the required human resources,” he said.readmore Lim Guan Eng Greater Programme?
