Kashmir Valley has been seething after a 17-year-old girl and her 22-year-old sister-in-law were found dead in a stream on May 30 in Shopian. The police and the state government first said the women had drowned.
The four suspended police officers in connection with the case will be treated as accused and interrogated by the Special Investigating Team set up by the state government.
State finance minister Abdul Rahim Rather changed his government’s stand and told a press conference in Srinagar that a judicial probe had implicated the state police in the murders.
Accepting the judicial commission’s recommendation, the state government also announced that a separate case would be registered against the former SP of Shopian Javed Iqbal for allegedly lying on oath before the Commission. Besides Iqbal, the one-member Commission said DySP Rohit Baskota, SHO Shafiq Ahmed and Sub-inspector Gazi Abdul Rehman were also responsible for destruction of evidence.
Rather said a complaint had been filed against four police officials for destruction of evidence in the deaths. The state government urged people in the state to remain calm and assured them those found guilty of the murders won’t be spared.

In his report submitted on Sunday, Justice Muzaffar Ahmad Jan said the police and civil administration had erased all links that could have helped the panel to reach the culprits. The bodies of the two women, who residents of Shopian, 50 km from Srinagar, claim were raped and then killed by security forces, were found in a lake last month.
The panel held four top police officers, including former Shopian SP Javid Iqbal, DSP Rohit Baskot, former SHO Shakil Ahmad and SI Gazi Abdul Karim responsible for trying to hush-up the case and make it look like a case of accidental drowning. Chief minister Omar Abdullah on Monday ordered suspension of the four officers. Javid was recently transferred to Ramban in Jammu following largescale resentment against him in Shopian.
After protests erupted, Abdullah on June 1 asked the retired judge to probe the rape and murder that occurred on the intervening night of May 29-30.
IG, CID, Farooq Ahmad will hold a departmental inquiry against these police officers, sources said. Jan told TOI that the doctors, who conducted the post-mortem, also tried to hush up the case by holding back the report for six days.
He observed scientific officer at the Forensic Science Laboratory Javed Iqbal Hafiz also delayed the submission of certificate containing opinion of the doctors regarding rape. Abdullah has also suspended Hafiz.

In the 150-page report, Justice (retired) Jan recommended departmental action and inquiry against the doctors. He also recommended prosecution of Javid Iqbal Hafiz, scientific officer of FSL, for obstructing and delaying investigations by deliberately keeping the FSL report with himself.
He also recommended disciplinary action against former deputy commissioner Shopian Mohammad Ramzan Thokar for inaction.
“I have recommended stern disciplinary action against the former deputy commissioner Shopian for not giving orders for registering an FIR,” Justice Jan said. Quoting the medical report, Justice Jan said the rape was committed on the women before they were killed.
