Before fixing responsibilities let's see how Guru Rabindranath Tagore had identified and warned us about the reasons giving birth to corruption and its devastating fallout way back in 1922 in 'The Robbery of the Soil":...Like mountains, large fortunes and the enjoyments of luxury are also high walls of segregations; they produce worst division in society than any physical barriers.

True. Greed once considered to be a vice is now a virtue. Earlier a stigma, corruption has now been institutionalised. Success is important not means. Just scratch any government department and you would uncover several scams. From distribution of foodgrains to providing flood/drought relief and from purchase of a pin to an aeroplane, even coffins for army -- no deal is complete without kickbacks. After independence, the rate of scam was one or two in a decade. The frequency increased in 70-80s. After 90s scams have became a routine.Tenaga Nasional Berhad (TNB) president Datuk Seri Che Khalib Mohamad Noh today said the high-voltage cable fire at the Penang Bridge yesterday was not due to human error.Old cables caused the fire ?
If this occured in Japan, Che Khalib would be expected to take a VERY deep bow, sincerely apologise to the Nation, especially the people of Penang, and Quit.
Electrical Cable service life isn't rocket science - its usually a well known specification, especially for such high-end applications.
Shouldn't there have been a maintenance plan in TNB with 2 key ingredients ?
- Regular inspection of the Cable condition under the Penang Bridge
- A timetable to have the cables replaced before they become unsafe.
If somebody was sitting on the plan due to a lack of budget funding, that's a different matter, but it doesn't sound like the case. It sounds like TNB was caught with its pants down.
instead, he said the incident, which affected three 132kV cables, happened “due to the old age of the cables”.
“If it’s human error, the joints would have caught fire, not the cables,” he told reporters after inspecting the cables here today.
“The cables have been in use way before the bridge was completed,” he said.
He added that the cable manufacturer will also be called to identify the cause of the fire.
Khalib said repair works, estimated to cost RM5 million, will begin in two to three weeks’ time, after the energy provider identifies a suitable contractor.
According to Khalib, repairs are expected take two-and-a-half months to complete but will not affect traffic flow on the bridge.
“Most [of the] work will be done from the bottom of the bridge. The only work that will be done on the bridge is pulling the cables to the joints. And we will not work during peak hours,” he said.
He said both the Japanese-made cables and the wooden structure that supports them must be replaced.
On concerns the faulty cables may disrupt power supply to the island, Khalib gave his assurance that the remaining cables would adequately meet the energy demands of the residents and businesses there.This "old cable" excuse does not hold water.I guess the cables are as old as Penang Bridge and so TNB should know the expected life of the cable as it was laid under TNB's management and control. I also believe such cables need to be replaced after X years or downgraded based on the loading. surely TNB should know the specs of the cable and the type of loading/overloading?
Meanwhile, Penang Chief Minister Lim Guan has asked TNB to make investigations into the incident public.
In a statement today, Lim said TNB must ensure no such fires are repeated in the future.
He then urged the utility provider to conduct a full review on how to reduce traffic congestion on the bridge when such contingencies arise.
Lim also commended the efforts of State Public Works, Utilities and Transportation Committee chairman Lim Hock Seng in taking charge of yesterday’s incident, and TNB’s ability to switch to an alternative power source to restore power supply within minutes of the disruption
